Paul Scott is widely regarded as one of the founding figures of Subsurface Utility Engineering (SUE) in North America. During a distinguished 35-year career with the U.S. Federal Highway Administration (FHWA), he helped champion the integration of SUE into transportation infrastructure projects and contributed to the development of practices that remain central to the industry today.
Following his retirement from FHWA, Paul continued sharing his expertise as a consultant, educator, and mentor. It was during this time that he attended the first ever SUE workshop in Canada, where he met 4Sight Founder and President Lawrence Arcand. This was the beginning of a close professional relationship, which grew over many years through collaboration, knowledge sharing, and a shared commitment to advancing the SUE profession
Beyond his technical accomplishments, Paul became a trusted advisor, mentor, and friend to Lawrence. His guidance, professionalism, and passion for improving project outcomes left a lasting impact that continues to influence the way Lawrence and the 4Sight team approach SUE and utility coordination projects today.
