The Transportation Association of Canada (TAC) plays a central role in developing best practices for transportation infrastructure across the country. Within TAC, the Public Utilities Management Subcommittee (PUMS) focuses specifically on the complex relationship between transportation corridors and public utilities.

4Sight has been deeply involved in this committee, with our Founder and President, Lawrence Arcand, previously serving as Chair. The committee has developed numerous national guidance documents that continue to influence utility coordination practices across Canada.

ASCE – Utility Engineering and Survey Institute (UESI)

The ASCE Utility Engineering & Surveying Institute (UESI) is a global authority for utility engineering, pipeline engineering, and surveying professionals. UESI develops technical standards, research, conferences, and professional development opportunities for engineers worldwide.

4Sight has played a leadership role within the UESI for many years. Our associates serve on the Board of Governors, actively contribute to the Utility Risk Management Division (URMD), and were instrumental in founding the Ontario Chapter, helping to establish its vision, governance, and strategic direction.

Right-of-Way Management Committee (ROWMC)

The Right-of-Way Management Committee (ROWMC) is a leading forum for municipalities, utility owners, and transportation agencies to develop policies, standards, and collaboration frameworks for public right-of-way management.

4Sight members Steve Murphy and Lawrence Arcand founded the committee and remain active contributors, including participation in its annual conference, which attracts professionals from across North America.

Canadian Standards Association (CSA Group)

The CSA Group develops engineering and safety standards that set the benchmark for infrastructure excellence in Canada. Its CSA S250: Mapping Underground Utility Infrastructure standard defines best practices for collecting, classifying, and managing underground utility data.

Founder and President, Lawrence Arcand, was instrumental in developing both the original CSA S250 standard and its 2020 update.
