TAC - Public Utilities Management Subcommittee (PUMS)

The mandate/objective of the Transportation Association of Canada's (TAC) - Public Utilities Management Subcommittee (PUMS) is to:

  1. To bring together the provinces/territories/municipalities and other stakeholders involved in the development and advancement of utilities
    management.
  2. To improve and advance the utilities coordination in right-of-way in light of road-related needs.
  3. To investigate, over the long-term, other applications to enhance and develop tools and practices for road maintainers.

4Sight Founder and President, Lawrence Arcand, is the past Chair of the TAC - PUMS  committee.  The committee has published numerous valuable documents regarding Utilities Management which can be found here.  The most recent publications are the Guideline for the Coordination of Utility Relocations, and the new PPP version of the Guideline  published late 2020.

SUE Association

The Subsurface Utility Engineering (SUE) Association is organized to promote knowledge, best practices, and the exchange of information in the profession; ensure the protection of public health, welfare and safety; and educate clients and other stakeholders of the value and benefits of subsurface utility engineering services.

4Sight Founder and President, Lawrence Arcand, is on the board of directors for the SUE Association.

ASCE – Utility Engineering and Survey Institute

The Utility Engineering & Surveying Institute (UESI) offers professionals working within the utility, pipeline engineering, and surveying/geomatics communities the opportunity to network with others and shape the future of the industry by participating in technical activities, conferences, and the development of internationally recognized standards.

Our associates participate in many of the  on the Board of governors for UESI, as well as the Utility Risk Management Division (URMD) and was one of the original founders of the Ontario Chapter.

ROWMC

The Right-of-Way Management Committee is a group under OPWA with a mandate to:

Develop relationships, knowledge and best practices that will educate users and stakeholders on the efficient use and management of the public right-of-way.

Steve Murphy and Lawrence Arcand, were the original founders of the ROWMC and stay actively involved in the Committee. One of the highlights in the annual conference which attracts hundreds of participants.

Canadian Standards Association (CSA)

CSA Group is a global organization dedicated to safety, social good and sustainability. We are a leader in Standards Development and in Testing, Inspection and Certification around the world including Canada, the U.S., Europe and Asia. Our mandate is to hold the future to a higher standard.

CSA published the CSA S250:20 - Mapping of Underground Utility Infrastructure.

4Sight Founder and President, Lawrence Arcand, was part of the group that developed the original standard and was the Vice-Chair of the group that published the 2020 update to the standard.

Centre for Advancement of Trenchless Technologies - CATT

CATT is a grouping of university, municipal, industrial, business and government agencies committed to the advancement of knowledge, materials, methods and equipment used in trenchless technologies to ensure sustainable buried infrastructure for liveable communities.

CATT serves the Canadian municipalities and advances the trenchless industry by offering high quality training and education, fostering the next generation of trenchless experts, organizing trenchless technology conferences, developing industry specifications, carrying out state-of-the-art research and development, and providing expert services to address buried infrastructure challenges, protect environment, and save money.

4Sight Founder and President, Lawrence Arcand, has been a guest speaker / trainer at key CATT sessions for over a decade.
